4-H S.O.S. AWARDS TWO SCHOLARSHIPS TO CWF
4-H S.O.S. has selected two outstanding service leaders to receive
scholarships to Citizenship Washington Focus in June. Travis Reagan
of McMinn County and Laura May of Humphreys County will join Tennessee’s
delegation to this exciting event in the nation’s capital.
The essay competition was open to youth coordinators for 4-H S.O.S.
mini-grant projects. Both recipients have displayed excellent leadership
efforts through service learning and are to be commended on their

MADISON COUNTY LEADS THE STATE IN HONOR
CLUB INITIATES
Madison County is currently the top county in the state in terms
of number of Honor Club initiates for 2003. As of March 31, they
had 25 new Honor Club members approved for membership. Lincoln County
is second with 19 initiates, followed by Claiborne County with 13.
Central is the top district with 45 initiates.
We are convinced there is a positive correlation between the number
of Honor Club members a county can qualify and the quality of the
4-H program in the county. Honor Club membership is based on participation.
Unless many participation opportunities are made available, not
many 4-H’ers will be able to qualify for Honor Club recognition.
Go to www.utextension.utk.edu/4H/honorclub/howmany.htm
for a complete listing of Honor Club initiates by district and county
for January, February and March of this year.

This week we are again featuring one of our area 4-H specialists
in Ideas. Keep reading to find out about another of our team members.
Carmen Burgos serves as the area 4-H specialist for the 24 county
Smoky Mountain District. She has been in this position since 1996.
Her main responsibility is to serve as a resource person for 4-H
agents and volunteers in the district. Carmen locates or develops
resources, provides training and visits with new agents. She also
gives leadership to the All-Star District Council. In addition to
Carmen’s district duties, she also serves as the state coordinator
for the 4-H/Labo Japanese Exchange program.
Carmen received a grant from the Kauffman Foundation to fund training
for two agents and volunteers to implement an entrepreneur program
known as MINI-SOCIETY®. This program was originally implemented
in Blount and Knox county. This year it will be implemented in Sevier,
McMinn and Greene counties as well.
Carmen grew up in Puerto Rico and is a graduate of the University
of Puerto Rico, Rio Piedras, where she majored in home economics
with a minor in Extension and textiles and clothing. She received
her M.S. degree in textiles and clothing from The University of
Tennessee in 1978. Carmen worked for 2 years as a stylist/designer
for Kellwood Company. After a 10 year pause to raise her children,
she taught adult education. She began her career with Extension
in 1990 as a 4-H agent in Pasco County, Florida.
Carmen has three children: Vanessa María, Carlos José,

VOLUNTEER TIME VALUED AT $16.54/HOUR
(Source: Clues and News)
Independent Sector announced recently that the value of volunteer
time has increased by nearly fifty cents to $16.54 per hour for
adults. The hourly value, updated yearly, is based on the average
hourly earnings of all nonagricultural workers as determined by
the U.S. Bureau of Labor Statistics. Independent Sector takes this
figure and increases it by 12% to estimate for fringe benefits.
