GET READY FOR STATE 4-H CONGRESS

“4-H: Honoring the Past... Envisioning the Future” is the theme for the 2004 State 4-H Congress. Registration information was sent to the district office several weeks ago so I’m sure you can be expecting it soon.

We encourage you to select 4-H'ers who are Honor Club members, have an interest in civic education, citizenship, leadership, youth governance/youth voice and are willing to go back to their county and promote youth governance/youth voice, citizenship, leadership and civic education in their community. The 4-H'ers have an opportunity to hold mock legislative sessions, meet their state legislators and other government officials.

4-H alumni who talk about experiences that meant the most to them as a 4-H'er often mention the State 4-H Congress experience as one of their most important opportunities as a 4-H'er. Remember that at least one volunteer leader per county should attend.

I hope you have already begun to recruit 4-H'ers to attend State 4-H Congress. We are looking forward to an exciting, educational and fun-filled State 4-H Congress.

GIVING AND VOLUNTEERING IN THE USA: VOLUNTEER SERVICE BY AMERICANS INCREASES

The Bureau of Labor Statistics of the U.S. Department of Labor reported recently that both the number of volunteers and the volunteer rate rose over the year ended in September 2003. About 63.8 million people did volunteer work at some point from September 2002 to September 2003, up from 59.8 million for the similar period ended in September 2002. The percentage of the American population who volunteered has increased to 28.8 percent, up from 27.4 percent the previous year.

"This significant increase in the number of volunteers shows a strengthening of America's civil society - the fabric of our nation," said John Bridgeland, USA Freedom Corps Director. Forty-four percent of those who volunteered reported they did so because they were asked. Teenagers showed the greatest increases in volunteer service.

The data on volunteering was collected through a supplement to the September 2003 Current Population Survey, a monthly survey of about 60,000 households that obtains information on employment and unemployment among the nation's civilian noninstitutional population age 16 and over. The volunteer service indicator is an annual national measurement of volunteer behavior developed by the Census Bureau and Bureau of Labor Statistics with the USA Freedom Corps.

JESSICA RAY NAMED TO NATIONAL 4-H CONGRESS DESIGN TEAM

Jessica Ray from Trousdale County is one of seven young people selected from across the nation to serve on the National 4-H Congress design team. Jessica, along with the Extension professionals and volunteer leaders comprising the team, with help give guidance to the planning and implementation of the 2004 event in Atlanta.

Jessica attend the 2003 Congress as Tennessee’s state winner in the home environment project. She was initially selected as a nominee by the Tennessee delegation attending the 2003 Congress and after submitting an application and video tape, she was chosen by the National 4-H Congress design team selection committee.

Congratulations to Jessica. She will attend the first planning meeting on January 23-25 at the Hyatt Regency Atlanta. We know that she will represent us well on the design team.

STATE DAIRY SHOW DATE SET

The State Junior Dairy Show will be held at the Tennessee Dairy Expo on October 8-9, 2004 in Murfreesboro at the MTSU livestock center. The State Junior Dairy Showmanship will begin at 5:00 p.m. CDT on Friday, October 8. The Junior Dairy Show classes will begin at 9:00 a.m. on October 9. I am sorry for the delay in getting the date and location, but the Tennessee Dairy Expo only finalized their plans in late December. The results of our recent survey support holding the State Junior Dairy Show in conjunction with the Dairy Expo so we plan to hold the show at the Expo for the foreseeable future.

STATEWIDE 4-H INSERVICE SCHEDULED FOR APRIL 20-22

Statewide 4-H inservice will be held April 20-22 at the Wyndham Airport in Nashville. Training will be provided on Tennessee 4-H Life Skills - Positive Youth Development model. The task force who created the mechanisms for measuring life skill development in Tennessee and others will provide information and resources to assist you as you plan, implement and evaluate your 4-H program efforts. There will be workshop sessions on behavior management for youth, as well as information on youth/adult partnerships and volunteerism.

During the next few weeks, we will be studying the recommendations from the review committees and begin to shape the direction for the Tennessee 4-H program statewide. This inservice will also provide us with the opportunity to discuss the direction of the
4-H program.

I am requesting that agents who have 40% of their job responsibilities assigned to 4-H to attend the inservice. A description of the inservice may be found at http://www.utextension.utk.edu/central/ins-training.htm. You should be receiving information on hotel registration soon.
