4-H ENTOMOLOGY LINNAEAN GAMES AT MID-SOUTH FAIR
A regional 4-H Linnaean Games will be held again this year at
the Mid-South Fair with multi-state competition. This “quiz
bowl” type competition pits county teams against one another
in contests of knowledge about the insect world. The resource for
questions and study is the 4-H entomology manual from Mississippi.
Each state in the Mid-South region (Arkansas, Kentucky, Missouri,
Mississippi, Tennessee) may field up to six teams (three junior
teams and three senior teams) for competition. Junior teams consist
of 4-5 young people below the age of 14 as of January 1, 2004.
Senior teams consist of 4-5 young people ages 14-18 as of January
1, 2004. In addition, each team participating must register for
the Mid-South Regional 4-H Linnaean Contest and submit 25 questions
to the contest committee no later than August 1, 2004.
If you are interested in representing our state in this event,
please contact me at the state 4-H office by July 15. I will provide
you with more details at that time.

4-H PERFORMING ARTS TROUPE STARTS SUMMER SEASON
The 4-H Performing Arts Troupe entertained the Knoxville Area
Noon Rotary Clubs on
Tuesday, June 29 at the Hollingsworth Auditorium with a lively
version of “Tennessee Song.” Later that evening the
troupe was the opening entertainment for the opening assembly of
4-H Electric Camp at the Clarence Brown Theatre on UT's main campus.
The troupe has just completed their summer workshop in Murfreesboro
to learn the new choreography and music for the current show season.
Their next performance is at the Wilson County Fair Saturday August
21 at 4:00 p.m.

ALL STAR PROJECT EXHIBIT COMPETITION AT ROUNDUP
The purpose of the project exhibit is to provide 4-H All Stars
an additional opportunity to share accomplishments, ideas, requirements,
and/or results of special studies or research in their 4-H project
area with others.
Rules:
1. Any active 4-H All Star who attends State 4-H All Star Conference may enter one
exhibit in the competition.
2. Exhibits must be displayed on a 3'x3' table top. The area from the table top
to the floor may also be utilized.
3. Members are encouraged to make their exhibits “free standing” since
it may not be possible for each table to be against a
wall.
4. Exhibits will be scored according to the 4-H educational display scoresheet. |
A first place plaque will be awarded to the All Star with the
highest scoring exhibit. All exhibits will be classified into blue,
red, and white award groups. The five highest scoring exhibits
will receive either a $50 U.S. savings bond or a $25 scholarship
to attend a regional or state All Star conference.
Exhibits should be set up in the Clement Hall Multipurpose Room
on Monday, July 19, during the UT Tailgate Party.

ANOTHER SUCCESSFUL 4-H ELECTRIC CAMP
The 13th annual Tennessee 4-H Electric Camp was held on the campus
of the University of Tennessee-Knoxville, June 29-July 2, with
274 in attendance. Delegates explored the world of energy, electricity
and the basic sciences through fun-filled, hands-on learning experiences.
The Cumberland District boasted the largest delegation with 104
members attending. The Western District had 93 delegates; the Central
District had 56; and the Smoky Mountain District had 27. Madison
County had the largest county delegation with 27 members. In addition
to the delegates, 12 senior 4-H members attended as camp assistants.
The event is sponsored jointly by the University of Tennessee
Agricultural Extension Service, the Tennessee Electric Cooperative,
the Tennessee Valley Authority, and several local municipal power
suppliers.

FREE ELECTION RESOURCES FROM ZOOM!

ZOOM, the popular PBS Kids series, is getting kids involved in
the democratic process and ZOOMing Out the Vote!
ZOOM’s new election guide for kids ages 8-12 makes the case
that every vote counts and shows kids how they can increase voter
turnout in their community by hosting a voter registration drive.
This guide also outlines ways kids can become involved in politics
locally and nationally and lists additional resources kids can
use to learn more about the US political system.
To order a set of 50 guides for the kids in your program, email
a request including your name, title, organization, address, phone,
and work email to zoom_intoaction@wgbh.org. Packets will be sent
in August. Also, check out http://pbskids.org/zoom in
August for downloads and printouts your kids can use to launch
their voter

GIVING & VOLUNTEERING IN THE USA: VOLUNTEER MANAGEMENT
PRACTICES
The Urban Institute recently released a second briefing from a
survey of volunteer management capacity among charities and congregations.
In the report, they highlight nine best management practices in
volunteer management. Theses practices include:
* Regular supervision and communication with volunteers
* Liability coverage or insurance protection for volunteers
* Regular collection of information on volunteer numbers and hours
* Screening procedures to identify suitable volunteers
* Written policies and job descriptions for volunteer involvement
* Recognition activities, such as award ceremonies, for volunteers
* Annual measurement of the impacts of volunteers, and
* Training for paid staff in working with volunteers |
These best management practices have implications for Extension
as we continue to develop our volunteer program.

MID-SOUTH FAIR PUBLIC SPEAKING CONTEST AND CAREER PURSUIT ACTIVITY
The following URL’s will give you information on the Mid-South
Fair Agribusiness/4-H Public Speaking Contest and the Mid-South
Fair 4-H Career Pursuit activity.

Tennessee will select four finalists in the junior division and
three finalists in the senior division for the Agribusiness/4-H
Public Speaking Contest. Three finalists who are senior 4-H members
will be selected to represent Tennessee in the Career Pursuit activity.
Each contest offers a $300 first place award, $200 second place
award and a $100 third place award.
We hope you will encourage your 4-H members to participate in
these events. They provide a great opportunity for 4-H members
enrolled in the public speaking project or for any 4-H member with
an interest in developing workforce skills. Please note that tapes
and resumes are due in the state 4-H office by August 13. Last
year, Tennessee had five of the nine winners in these competitions.

PROFESSIONAL STORYTELLER TO PERFORM AT ALL STAR CAMPFIRE
Professional storyteller Faye Wooden will be the featured guest
at the annual All Star Campfire at Roundup. Faye Wooden is an Appalachian
native with Cherokee heritage. She shares "Laughter, Legends,
Lessons, and Life" with audiences of all ages.
She is or has been a teacher, banker, pianist, university
administrator, bear trapper, herbalist, published author, and pet
therapy volunteer.
She has told stories in schools and libraries,
summer camps, festivals and "Tellabrations," church and
civic events, family gatherings, corporate meetings, picnics and
parties, bookstores and coffee houses.
Faye especially enjoys sharing regional and environmental stories
that help preserve family and original stories. She has earned
a Master's Degree in Story Arts at East Tennessee State University
and sometimes uses music to enhance her storytelling performances.

RECOGNIZE THE OUTSTANDING YOUTH IN YOUR COMMUNITY!

The Nestlé Very Best In Youth program, co-sponsored by
Reading Is Fundamental (RIF) and Nestlé USA, honors young
people ages 10-18 who have made reading a priority, have contributed
significantly to the quality of life in their communities and
have inspired other young people to do their very best.
At least 25 winners will be selected. Prizes include a trip with
a parent/guardian to Los Angeles for an awards ceremony, a Certificate
of Appreciation from Nestlé USA and RIF, a $1,000 donation
to the winner's charity of choice, and a profile in the 2005 Very
Best In Youth publication.
Nomination forms are available online and must be received by

If you know a young person who is a good candidate, be sure to
tell him or her about the Nestlé Very Best In Youth program

UPDATE ON CHARITABLE GAMBLING
Is it legal to conduct charitable raffles for county 4-H or other
county Extension programs? In a word -- NO. Current legislation
regarding charitable gambling in Tennessee is designed to protect
the Tennessee Lottery from competing interests. There is a process
through which certain charitable organizations may receive permission
to conduct a raffle. However this process is extremely exclusive;
takes a lot of time; and requires an act of the Tennessee General
Assembly.
Only organizations that are recognized by the IRS as 501 ©)
(3) charitable entities who also file a Form 990 with the IRS each
year are considered eligible to apply to conduct a raffle or other
gambling type fundraiser. UT is not a 501 ©) (3). 4-H affiliated
groups do have the equivalent of a 501 ©) (3) [see the IRS
letter of determination at www.utextension.utk.edu/tn4hfoundation/],
however county 4-H programs do not file Form 990's with the federal
government.
What about getting blanket permission to conduct county raffles
from the General Assembly using the Tennessee 4-H Foundation's
501 ©) (3) status? Again, the "deck is stacked" concerning
this approach. Current law requires that a "blanket" type
event would have to be conducted on the same day and that a maximum
number of 3 counties (one in each grand division of the state)
could conduct a drawing.
While it is possible that gambling laws will change in the future
to accommodate more charitable organizations, current Tennessee
law excludes counties and clubs from conducting raffles.
