Don’t forget the Foundation for the Preservation of Honey Bees, Inc. annual 4-H beekeeping essay contest entries are due in the state 4-H office no later than February 1, 2005. DELEGATES SELECT NATIONAL 4-H CONGRESS DESIGN TEAM NOMINEES

The Tennessee delegation had the opportunity to nominate three of its members to apply for the 2005 National 4-H Congress design team. The delegates kept a close eye on one another and on Sunday night voted for three of their number whom they felt had exhibited leadership skills to bring to this national planning group. The three finalists were announced at the Tennessee luncheon on Monday at the Ritz Carlton. David Officer (DeKalb County), JoLanda Harrell (Crockett County) and Katie Lee (Monroe County) will be putting together their resumes and video tapes for the national selection committee. We are proud of them and wish them the best in their bid to be a part of the planning team for next year's Congress.

NATIONAL 4-H CONGRESS DELEGATION RETURNS FROM ATLANTA

Tennessee was well represented by the 36 delegates who attended the 83rd National 4-H Congress in Atlanta. A copy of our National 4-H Congress delegation booklet, Growing into the Future and the 2004 4-H Congressional Record: A Special Edition will be included in your December 15 county mail packet. Share these with your co-workers. They contain bios and pictures of each of the delegates along with highlights of the week at National 4-H Congress.

You are also invited to share in the delegates Congress experience through the Web site at www.utextension.utk.edu/4H/natcong/. There you will find the Tennessee delegation group photo in addition to online versions of the publications in your mail packet.

Please invite these young people to share their Congress experiences with you and with your 4-H members. Any of them would be excellent speakers for achievement banquets, Honor Club meetings, volunteer leader meetings, club meetings, etc. The names and addresses are included in the publication.

NOW IS A GOOD TIME TO ENDOW

For those who are interested in starting a 4-H endowment with the Tennessee 4-H Foundation and for those who already have such an endowment, now is a good time to endow!

Why? The 4-H Foundation payout to endowments is based on the endowment principle account balance on January 1. Therefore, to establish an endowment account or to add dollars to an existing endowment account before year end 2004 is a good thing. Doing so will maximize the payout to the endowment expenditure account (money available for you to spend in your program) when payouts on 2005 endowments are conducted in early 2006.

The poultry beginning-level activity sheets is now available on the 4-H Web site. The page was developed by Martin Koon, in conjunction with specialists, the state 4-H staff, and Marketing and Communications Services.

TARGETING POSITIVE YOUTH DEVELOPMENT: PUTTING IT ALL TOGETHER

The past fifteen weeks have focused on articles describing positive youth development. These articles discussed competencies essential for adult success, life skills that contribute to competencies, and program delivery methods that enhance development. As you plan your county programs, it’s important to remember that all youth will grow and change. Positive youth development efforts focus on providing an environment that fosters “optimal” growth. Providing the challenges, experiences, support and help young people need to develop to their fullest potential is the goal of the Tennessee 4-H youth development program.

As you plan your county program, ask yourself the following:

* What are the needs/issues of my community?
* How can enhancing one or more life skills help to meet those needs?
* Which competencies are strengthened by the identified life skill?
* What methodology(s) offers optimal opportunities for enhancement of the
   identified life skill(s)?
* What are the anticipated outcomes that will lead to positive youth development?
* How will outcomes be measured?
* How will success be shared and celebrated?
* Based on evaluation results, how will the program be adapted, changed, or
   strengthened to promote positive youth development?

Focusing on clear goals and objectives will help keep your 4-H program on target.

WESTERN REGION FALL ALL STAR CONFERENCE

Over 55 All Stars, volunteers and Extension agents gathered at the Buford Ellington
4-H Center, in Milan, for the 2004 Western Region 4-H All Star Fall Conference, held Saturday, November 20. The day was full of fun, fellowship, officer elections, service projects, a recognition banquet and initiation ceremony.

This year's service project included the collection of school supplies and nonperishable food items. The 12 counties in attendance contributed enough school supplies to assist more than 40 students and over 300 pounds of food was collected. The supplies and food were presented to Youth Town in Madison County

The All Stars are still collecting donations for their Make-A-Wish project. During the conference, Shelby County presented a check for $650 that will go toward this worthy cause. To date, more than $1,700 has been raised toward their $5,000 goal.

During the recognition banquet, the following guests were honored:

* Peggy Davis, Henry County and Myra Storey, Obion County, both received the
   Brooks/Jacock Award in recognition for their continued volunteer service to the
   Western Region.
* Billy Ringer received the 2003 Camp Staff of the Year Award
* Jason Carter received the 2004 Camp Staff of the Year Award
* Alicia Weaver received the Western Region All Star Scholarship
* Henry County received the All Star Spirit Award, having initiated the most
   members in 2004.
* Crockett County received the District and State All Star Service Awards

An initiation ceremony completed the evening, with a total of 16 members, from six counties, being initiated into the Western Region 4-H All Stars. Congratulations to the new members, and thanks to the agents that provided this opportunity to their senior audience.
