4-H AND THE BAKER CENTER

You should receive a brochure for the Howard Baker Center for Public Policy on the UT Knoxville campus in your county mail packet this week. The 4-H Youth Development department continues to have a strong partnership with the Baker Center. The Baker Center provides resources for the Project Citizen program. In addition, 4-H Day at the Baker Center will be held on May 29, 2009. More details about this event are forthcoming.

4-H SHOOTING SPORTS INSTRUCTOR TRAINING

4-H Shooting Sports instructors were certified on January 30-31 at Buford Ellington 4-H Center in Milan. Members of the State 4-H Shooting Sports state training team who conducted the training are T.C. Loughery. Montgomery County-Archery; Bob Shumake, Weakley County-Rifle; Kenny Herndon, Carroll County-Shotgun; and Jimmy Lumpkin, Benton County-Shotgun.

Youth psychosocial development, risk management and youth teaching techniques were among the topics taught at this training event. Please join us in congratulating these instructors on their new certifications.

The next Tennessee 4-H Shooting Sports instructor training is February 27-28, 2009 at Ridley 4-H Center in Columbia. Registration deadline is February 13, 2009 via SUPER. This training is for any Extension professional or volunteer who wishes to be a certified instructor in the 4-H Shooting Sports Program. The training fee is $60.00 and the lodging fee (optional) is $10.00. All fees must be submitted with the registration form by the deadline. Form 600B: Adult Activity and Event Acceptance Form must be brought to training. Each volunteer's F809: Adult Volunteer Leader Application should be on file in the county 4-H office prior to participation. Participants staying at the 4-H center should bring bed linens or sleeping bag, pillow, towels and other personal items.

BILLS AND RESOLUTION READY FOR STATE 4-H CONGRESS

The bills and resolution to be used in the Know Your Government program at State
4-H Congress have been posted to the Web site. They can be found at 4h.tennessee.edu/stcong/nourgov/. The Know Your Government program is always one of the highlights of State 4-H Congress. Delegates will have the opportunity to state their views and try to influence their peers as they sit in the House and Senate chambers and actually vote on the bills and resolution.

Check out the links to the left of each bill. These are resources to help delegates prepare for this mock legislative session. There is also a link allowing you to print the bills from the Web site. Special thanks go to the Eastern Region and Western Region program leaders for their efforts in developing the bills and resolution.

COUNTY DAIRY PROMOTION CONTEST

If you have not already, you should be receiving within the next few days information from Camilla Ellis and Eric McClain on the 2009 County Dairy Promotion Contest. This event provides opportunities for 4-H members to build communication skills, citizenship and leadership skills, as well as skills in consumer science, health and fitness, dairy foods, and food and nutrition. If you wish to utilize this opportunity in your 4-H program, be sure to send your information sheet with the member’s name and the request for materials along with the return request card for the June Dairy Month kit by April 15. Remember: $200 will be added to the local county 4-H funds of the three overall state winners in each division. If you do not receive the information about the event, please let me know. The information can also be found on our Web site at 4h.tennessee.edu/dairypromo/.

We are also looking for five to six teen leaders who are not serving as June Dairy Month chairpersons to serve in leadership roles for the chairperson training sessions at the June Dairy Month Kick Off luncheon on June 2, 2009. We would especially like to have teens who have been winners in the promotion event in the past or who are active in dairy or dairy foods activities. If you would like to nominate someone, please send me a note with the name, address and brief statement about why you think they would be good in this leadership role.

DAISY/4-H SHOOTING SPORTS SCHOLARSHIP

Students are eligible to compete for the 2009 Daisy/4-H Shooting Sports Scholarship. The qualifications for scholarship consideration are as follows:

1. Minimum of a 3.0 GPA from your high school.
2. Three years participation in 4-H shooting sports.
3. Recommendation of high school counselor or principal.
4. Recommendation of 4-H coach or equivalent who is not a relative.
5. Scholarship would be payable to any two-year or four-year accredited junior college, college or university.
6. Application would require a 250-500 word essay about "how participation in 4-H Shooting Sports better prepared them for college and for life."
7. Certified copy of high school transcript.
8. Scholarship money would be available in the second semester of the freshman year and can be used for books, housing and or college fees.
9. The scholarship of $500.00 will be awarded at the National 4-H Shooting Sports Invitational each year.

GLOBE AT NIGHT 2009

Here's an upcoming global event that can be done as a group, individual or family anytime over a two-week period in March. Mark your calendars for the GLOBE at Night 2009 event, March 16 - 28. GLOBE (Global Learning and Observations to Benefit the Environment) is a worldwide hands-on, primary and secondary school-based science and education program. GLOBE's vision promotes and supports students, teachers and scientists to collaborate on inquiry-based investigations of the environment and the Earth system working in close partnership with NASA and NSF Earth System Science Projects (ESSPs) in study and research about the dynamics of Earth's environment.

Thanks to everyone who participated in the 2008 GLOBE at Night campaign during February 25-March 8! 2008 marked a monumental shift in human history when the number of people living in cities exceeded half the people on Earth. Because of the ambient light of urban landscapes, many city dwellers have never seen a sky full of stars. The 2008 campaign received measurements from 62 countries. Just over 4,800 of the measurements came from the United States, followed by 380 measurements from Hungary. Romania, the Czech Republic, Costa Rica, and Spain each reported over 100 observations. The final 2008 data sets are now available on the Map section at www.globe.gov/GaN/analyze.html

Five Easy Star-Hunting Steps:

1. Find your latitude and longitude. (This is a great way for 4-H'ers to practice their GPS skills.)
2. Find Orion by going outside an hour after sunset (about 7:00-10:00 p.m. local time).
3. Match your nighttime sky to one of our magnitude charts.
4. Report your observation.
5. Compare your observation to thousands around the world.

JUNIOR HIGH ACADEMIC CONFERENCE OFFERINGS FOR 2009

The 2009 Junior High Academic Conference is scheduled for June 9-12 at the University of Tennessee, Knoxville. This year's conference will feature 15 subject matter areas including beef, cat, consumer education, dairy, dairy foods/food-nutrition, dog, forestry, garden/home horticulture, horse, line and design, poultry, sheep, swine, veterinary science and wildlife/fisheries.

Here are some things to consider as you work with your junior high members in preparation for Academic Conference:

1. A total of ten delegates in each subject matter area will be selected to attend on the basis of an application form available from the county Extension office. (Each of the three regions will select three delegates per subject matter area. The other delegate per project will be selected from the remaining applications and will be the one scoring highest on the application form.)
2. Delegates will be selected by the regions on the basis of an application form. The form will include biographical information on the applicant; a brief summary of why they want to attend and how they plan to share their experiences; and the Tennessee 4-H Project Profile (Form 305A) for the subject matter area in which they are applying. (All forms are available on the Web site at 4h.tennessee.edu/forms&materials/).
3. Delegates must be junior high 4-H members (6th-8th grade as of January 1, 2009).
4. Participation in a regional project achievement day is not a requirement for Academic Conference participation.
5. Delegates may not attend in the same subject matter area they participated in last year.
6. Each region is eligible to send two adult volunteer leaders to the conference. Leaders may make an application and should have an interest in one or more of the subject matter areas.

Please do not have members "develop" F305A's when they have done no work to back it up. We need to make sure delegates have completed substantial project work in order for them to get the most out of the Academic Conference experience.

OUTSTANDING 4-H ALUMNI NOMINATIONS DUE FEBRUARY 23

Don’t forget nominations forms for the Outstanding 4-H Alumni Award are due to Mark Gateley in the state 4-H office by February 23. To nominate a 4-H alumnus, simply go to the Form and Materials page on Tennessee 4-H Web site at 4h.tennessee.edu/forms&materials. You can find the Alumni Recognition Nomination Form (F841) under the heading Recognition (Adult).

Two outstanding alumni will be recognized at Tennessee 4-H Congress in Nashville at the Monday evening assembly. Let's get those forms in and give those outstanding alumni the recognition they deserve!

RULE CHANGES FOR 2009 MARKET GOAT SHOW

Please note the following changes for the 2009 Market Goat Show to be held at the Tennessee State Fair, September 19, in Nashville.

1. The minimum weight for this show has been set at 30 pounds. No animals will be allowed to show that weigh less than this.
2. There will be three divisions shown: 1) a market goat division for wethers or doe kids raised for slaughter. All animals must have their kid teeth to show in this division; 2) a doe kid division for doe kids raised for replacement animals; and 3) a yearling doe division for does having at least one adult tooth, but no more than two sets of adult teeth that are raised for replacement animals.
3. It is strongly recommended that exhibitors use their USDA Scrapie Tag number as the tag number for all entries.

SCIENCE LEARNING HAPPENS AT MORE THAN JUST FORMAL SETTINGS

Recently, the (U.S.) National Research Council (NRC) released its highly-anticipated report, "Learning Science in Informal Environments: Places, People, and Pursuits." According to the NRC, "tens of millions of Americans, young and old, choose to learn about science in informal ways - by visiting museums and aquariums, attending after-school programs, pursuing personal hobbies and watching TV documentaries, for example. There is abundant evidence that these programs and settings, and even everyday experiences such as a walk in the park, contribute to people's knowledge and interest in science."

Philip Bell, co-chair of the committee that wrote the report and associate professor of learning sciences at the University of Washington, Seattle, stated that "Learning is broader than schooling, and informal science environments and experiences play a crucial role. These experiences can kick-start and sustain long-term interests that involve sophisticated learning…"

This report truly substantiates what we do in 4-H in Tennessee and is part of the reason for the National 4-H SET movement. This report strengthens the association between the non-formal learning that takes place through the Tennessee 4-H program and the formal instruction of Tennessee's schools, colleges and universities.

SOUTHERN REGION TEEN LEADERSHIP CONFERENCE

We are very excited to once again offer the opportunity to participate in the Southern Region Teen Leadership Conference, October 8-11, 2009, at the Clyde M. York 4-H Center in Crossville. The conference will focus on youth-adult partnerships by guiding participants to develop action plans which they will carry out in their home counties/states. This will not compete with your existing teen leadership training programs and will strengthen your training in youth-adult partnerships.

The conference will be open to 4-H teens in the Southern Region and will be guided by an advisory committee. Please share the date with your high school 4-H members. More details will be coming shortly.

TENNESSEE 4-H PERFORMING ARTS TROUPE SEEKING NEW TALENT

Auditions for the 2009-10 Tennessee 4-H Performing Arts Troupe are coming up this spring. 4-H members in grades 8-11 are encouraged to apply. The categories for applicants are vocal and dance. There are also technical positions (i.e. sound and lighting) available.
There are two ways to apply for the troupe:

1. Schedule a live audition. All live auditions will be held on Saturday, March 28, 2009, from 9:30 a.m. - 12:00 noon at the War Memorial Auditorium in Nashville. To schedule a live audition, applications must be received by March 13, 2009.
2. Submit a video or DVD. The video or DVD must be postmarked by April 17, 2009, and sent to: Justin Crowe, Extension Specialist, 2621 Morgan Circle, Room 205, Knoxville, TN 37996-4510.

Each vocalist must have at least one selection with musical accompaniment. A dancer or vocalist may also include a group performance where the individual is clearly identified. It is desirable for all vocal applicants to include at least one selection that includes movement and dance.

4-H members who are considering participating in the troupe should be available for the summer workshop, June 19-21, 2009, in the Middle Tennessee area, as well as all additional performance dates. A listing of these dates along with other information including applications, deadlines and a troupe overview video are available on the Tennessee 4-H Performing Arts Troupe Web site at 4hperformers.tennessee.edu/.

Please consider promoting this opportunity to your senior high 4-H clubs and 4-H Honor Club. This might be a great recruitment to get additional high school youth involved in your county 4-H program.
