4-H SERVICE LEARNING 101
Interested in learning more about service learning and how to incorporate service learning projects into your 4-H program? 4-H Service Learning 101 is being offered for Extension agents, program assistants and volunteer leaders who would like to learn more about the elements of service learning and how to incorporate those into their 4-H program. This training will cover the steps (elements) to implement service learning projects, useful reflection tools and practical application to your county program. The training will be offered via Centra, April 20, 2009, from 10:00-11:00 a.m. EST. Registration is open through April 15 in SUPER.
Please note this training is designed primarily for Extension staff with less than three years of experience. However, any Extension 4-H staff member or 4-H volunteer with an interest in service learning is welcome to attend. Please note this is a repeat of the 4-H Service Learning 101 training offered in January 2009. If you have questions about this training, please do not hesitate to contact me.

4-H SHOOTING SPORTS GRANTS AWARDED TO COUNTY PROGRAMS
Grant funds have been awarded to ten counties for starting or strengthening 4-H Shooting Sports programs. Those counties chosen by the selection committee to receive funds are Carter, Dyer, Marion, McMinn, Montgomery, Moore, Putnam, Sullivan, White and Wilson. A total of 17 counties submitted applications.
The grant monies will be used for the purchase of materials, equipment and recognition for participants and/or training for leaders. Those receiving grants are encouraged to pursue matching funds from community resources to strengthen the potential for future funding.
The National Wild Turkey Federation is the donor for these grants funds. Counties should thank their local chapters for their sponsorship. Congratulations to those awarded grant funds. Thanks to all who applied.

CITIZENSHIP AND LEADERSHIP FINALISTS ANNOUNCED
State record judging has been completed for the leadership and citizenship projects. Each finalist will receive a scholarship to Tennessee 4-H Congress, March 29-April 1. The alternates are listed in rank order. If a finalist cannot go to Congress, an alternate will be awarded the trip and the opportunity to compete for the state award.

All finalists will need to be in Nashville by 1:00 p.m. on Saturday, March 28. Each Level I state winner will receive the Horizon Award, a silver bowl and the opportunity for a $500 college scholarship. Each Level II state winner will receive a silver bowl, a trip to National 4-H Congress in Atlanta and a $1,000 college scholarship.

FOUR TENNESSEE COUNTIES RECEIVE ESRI 4-H GIS GRANTS
Congratulations to Campbell, Davidson, Robertson and Warren counties for being awarded a 2009 ESRI 4-H GIS grant. This opportunity will allow 4-H youth to learn how to use top-end GIS (Geographic Information System) software for data collection, management, analysis and decision support. These youth will also have the capability to create beautiful maps to tell stories about their communities.
A geographic information system (GIS) integrates hardware, software and data for capturing, managing, analyzing and displaying all forms of geographically referenced information. See www.gis.com/whatisgis/index.html to find out more about GIS.

NATIONAL 4-H COUNCIL LOOKING FOR PILOT SITES FOR NEW CURRICULUM
National 4-H Council invites you to participate in a pilot evaluation to collect learner-outcome information on a new 4-H SET national curriculum, The Power of the Wind. The pilot will be conducted between March 1 and June 5, 2009. The pilot criteria for selected sites is outlined below. For more information on the curriculum, please visit 4-H.org/curriculum/wind. If you are interested in participating and can meet the criteria, please respond by email to Pat Smith (psmith@fourhcouncil.edu), with your name, contact information and group description, including delivery mode and location of group by February 25, 2009, close of business (COB). Pat will set up a conference /connect call by the first week of March for selected sites to answer questions and respond to specific requests.
This is an invitation to solicit sites that may be interested in participating in the pilot. Once there is a list of 4-H professionals interested in participating, additional details, including the Institutional Review Board (IRB) process, will be provided and final site selections made.
Criteria:

Group Settings (4-H clubs, camps, special interest group, after-school programming, etc.) |

Located in facilities with appropriate space to conduct activities (a large open space, multiple work surface areas, access to electrical power) |

Led by a facilitator experienced in positive youth development and delivery who will:

1) |
conduct at least 10 sequential activities from The Power of the Wind youth guide over a period of twelve weeks (one or two meetings per week, a weekend camp or week-long camp, etc); |
| |
2) |
complete an online facilitator survey at the completion of the pilot; |
| |
3) |
assist youth to complete pre- and post-surveys online or provide them with paper copies of the surveys to complete. If paper copies area used, the facilitator or designee will upload information onto the online survey site; |
| |
4) |
be willing to have independent observers come to the site for observation if site is randomly selected; |
| |
5) |
be willing to arrange time on the day of the observations for youth to participate in a short focus group activities |

To support your pilot site, you will be provided: |

A kit with all items necessary for fifteen youth to complete activities (let us know if this number doesn't match your group) |

A copy of the completed curriculum for facilitator |

A copy of the youth guide for each youth participating |

NRA YOUTH EDUCATION SUMMIT
The National Rifle Association is currently accepting applications through March 1st from outstanding high school sophomores and juniors to participate in the 12th Annual Youth Education Summit (YES) July 7th-13th.
Approximately 40 students are chosen to take part in this expense-paid, seven-day event in Washington D.C. The summit encourages young adults to become active and knowledgeable U.S. citizens by learning about The Constitution and Bill of Rights, the federal government and the importance of being active in civic affairs.
Activities on this year's schedule include:

Guest speakers at NRA Headquarters and the National Firearms Museum. |

Competitive debates with other high school students from across the nation. |

Informative tours at historic sites and monuments in and around Washington, D.C. |
YES participants also compete for a total of $30,000 in college scholarships. $10,000 is given at the conclusion of the week, based on their initial application, on-site debates and speeches, and participation during the week's activities.
$20,000 involves a second application, available to the participants after they go through YES. Since the program's inception in 1996, over $200,000 in scholarships have been awarded.

STATE 4-H PUBLIC SPEAKING CONTEST
The State 4-H Public Speaking Contest will be held during Tennessee 4-H Congress in Nashville, March 29-April 1, 2009. The competition will begin on Monday morning, March 30 in the War Memorial Auditorium beginning at 8:30 a..m. The contestants will compete with prepared speeches on a topic of their choice, followed by a two-minute extemporaneous speech. The extemporaneous portion of the competition counts for 25% of the total score and is not open to the public.

Each regional speaking winner receives a scholarship to Congress provided by the Tennessee Farm Bureau Federation. The four state winners receive a $200 US savings bond from the Henry County Extension staff and a silver bowl provided by the Lute Truett Memorial Fund. All other participants in the state contest receive a $50 US savings bond from the Henry County Extension staff. YOUTH ADVISORY BOARD OPPORTUNITY
The Alliance for a Healthier Generation is looking for young people from all across the country to serve on their youth advisory board. The alliance is looking for tweens and teens with unique experiences and opinions to shape the programs of their Kids' Movement and generate fresh ideas on how to make healthy living the norm, not the exception.
