Each delegate
to Tennessee 4-H Congress will prepare an essay of no more than
500 words on the Congress theme. |

JUDGING PROCEDURES:
Each region may submit up to 10 entries in the state contest. |
| |
2. |
RULES: |
| |
|
a. |
Poster may
be made by any 4-H member, by a club or team of members. |
| |
|
b. |
Posters must
be horizontal. |
| |
|
c. |
Posters must
be 14 x 22 inches. |
| |
|
d. |
Name, address,
county and age of the 4-H member(s) should be clearly written
on the back of each poster. |
| |
|
e. |
4-H is to be
the topic for the poster. |
| |
|
f. |
Well known
cartoon figures cannot be used because they are copyrighted
- such as Peanuts, Orphan Annie, Charlie Brown, etc. |
| |
|
g. |
Three dimensional
objects or materials which extend 1/8 inch or more above
the surface of the poster may not be used. |
| |
|
h. |
If the 4-H
Emblem is used on the poster, do not place text or other
images over or on top of it.
The 4-H Emblem should not appear screened under words or
graphics. No photo, drawing, symbol, word or other figure
or object maybe be placed on or obscure the 4-H Emblem. |

PUBLIC SPEAKING CONTEST*

JUDGING PROCEDURES: |

a. |
Junior and Junior High Divisions: |
| |
|
|
(1) |
There will
be a separate division for each grade. |
| |
|
|
(2) |
Members will
give a prepared speech not to exceed seven minutes in length. |
| |
|
|
(3) |
The speech
will count 100% percent of the score. |
| |
|
|
(4) |
For each 30
seconds the speaker exceeds the seven minute time limit, one
point will be deducted from the score. Five points will be deducted
if the speech is under two minutes in length. |

|
|
(5) |
Junior high
members may also participate in the leadership or citizenship
project awards program. |
| |
|
b. |
Senior Division: |
| |
|
|
(1) |
There will
be a separate division for each grade (9th, 10th, 11th and 12th). |
| |
|
|
(2) |
Members will
present a prepared speech not to exceed seven minutes in length
and will give an extemporaneous speech not to exceed two minutes
in length. For each 30 seconds the speaker exceeds the seven
minute time limit, one point will be deducted from the final
score; five points will be deducted from the final score if
this speech is less than three minutes in length. |

(3) |
The prepared
speech will count 75%, and the extemporaneous speech will count
25%. Form 656A should be used as the scorecard for the prepared
speech, and Form 657 should be used for the extemporaneous speech. |

|
|
(4) |
Members may
enter the citizenship or leadership awards program in addition
to the public speaking contest. |
| |
2. |
PROCEDURE FOR
CONDUCTING STATE EXTEMPORANEOUS PUBLIC SPEAKING: |
| |
|
a. |
The state 4-H
staff will select the topics to be used for the event. |
| |
|
b. |
4-H members
participating in the state event will draw numbers to determine
the order in which they will speak. |
| |
|
c. |
Extemporaneous
speeches will be given with only the judges and persons coordinating
the public speaking activity present. |
| |
|
d. |
Members will
draw a topic from the selected topics. One minute will be allowed
for the 4-H member to make preparation for the speech. Note
cards will be provided to each participant to use in preparation
for the speech. |
| |
|
e. |
Speeches should
not exceed a time limit of two minutes. Each participant will
be given a signal when one minute and 30 seconds and when two
minutes of the time for their speech have elapsed. Judges should
disregard any information given by the contestant after the
two minute signal has been given. |
| |
3. |
AWARDS: |
| |
|
a. |
Region: Scholarships
to State 4-H Congress to two finalists in each
of
the four senior grade divisions. |
| |
|
b. |
State: Each
first-place senior winner will receive the Lute Truett Memorial
Silver Tray and a $200 U.S. savings bond. All other senior participants
in the state contest will receive a $50 U.S. savings bond. |

Records are not required for this activity. All
awards will be determined by the score awarded to the member's
speech. Members enrolled in the public speaking project who
wish to participate in the project awards program should enter
the program listed in Section IX of this book. All speeches
should relate in some way to the members' experiences in 4-H
and/or to things learned in 4-H.

TENNESSEE HISTORY BOWL

Each county
may select two members who are State 4-H Congress delegates
to participate in the regional Tennessee History Bowl elimination. |

Each region
may select two members to participate in the State Tennessee
History Bowl. |

|
c. |
All questions
to be used in the Tennessee History Bowl will come from a
bibliography
of publications which will be sent to each county office prior
to the regional contest. |

2. |
AWARDS: The two individuals making up the state-winning team
History Bowl team will receive engraved plaques and a $100 US savings
bond. All other participants will receive $50 US savings bonds. |
