AN ACT

to ensure Tennessee high school graduates are familiar with good manners and character.

BE IT ENACTED BY THE 2007 STATE 4-H CONGRESS:

      Section 1: This act shall be known as the Manners and Character Class Act.

      Section 2: This act shall require all students between the ages of 12-16 to take two semesters of classes on good manners and character. Those classes may be taken in the junior high and/or high school grade levels.

      Section 3: This act shall provide a pre-test and post-test for each semester required.

      Section 4: Curriculum will be provided for each district by a review board of the State, according to the Best Practices for Teaching Good Manners and Character.

      Section 5: Districts with class average of 90% or above will receive bonus funds if requested by the district.

      Section 6: Standard teaching requirements as set forth by the state will apply.

      Section 7: Failure to complete two semesters prohibit graduation.

      Section 8: All laws, in conflict with this act, are hereby repealed.

      Section 9: This act shall become effective upon passage by the legislature and approval by the Governor.
