AN ACT to amend Tennessee Annotated Code relative to the statewide paper recycling for public schools.

BE IT ENACTED BY THE 2007 STATE 4-H CONGRESS:

      Section 1: This act shall be known as the Required Paper Recycling for Public Schools Act.

      Section 2: This act shall ensure an efficient and productive environment for all Tennesseans while considering future demands for natural resources, specifically paper.

      Section 3: The Household Waste Recycling Act 2003 states that by 2010 collection containers must be provided for a minimum of two materials.

      Section 4: This act requires that all Tennessee public school institutions recycle as much paper waste as possible thru enforcing the Household Waste Recycling Act by August 2008.

      Section 5: This act also requires paper products in the schools be made from recycled paper in an effort to reduce the amount of water, electricity and air pollution caused by manufacturing new paper products.

      Section 6: This act recognizes the environmental impact of recycling paper to produce new paper, and sites the use of recyclable paper in new paper production to save approximately 30,000 tons of water and over 3,000 KWH of electricity per ton of paper. In addition, there would be a 95% reduction in air pollution thru the process of recycling versus standard paper production.

      Section 7: The recycling bins and recycling loader trucks will be provided to each school.

      Section 8: Failure to comply will result in the following fines:

(A) First offense: $500 fine to the school district
(B) Second offense: $750 fine to the school district
(C) Third offense: $1,000 fine to the school district

      Section 9: All laws in conflict with this act are hereby repealed.

      Section 10: This act shall become effective upon passage by the legislature and approval by the Governor.
