RE: Home Rule Policy


Dear Co-workers:

     Since our visit at State Extension Conference last December, I have been considering the recommendation that we drop the Home Rule policy from our employment guidelines. I would like to thank all of you who shared your input with me on this matter. In addition to your suggestions, I have gathered perceptions from other states regarding their experiences with this change. In each case, the result was seen as a positive gain which helped in the ability to hire and retain competent county Extension agents.

       After much consideration, I would like to inform you of this policy change. Effective July 1, 2001 we will no longer consider an agent ineligible to work in their home county. This will apply to agent transfer requests as well as to new employees. The change will also help us in the near term as the new staffing plan is implemented. We expect this change will give agents who are asked to relocate to another county more options.
